Is the Evil Meryl Tisch Even Eviler than Eva?

Michael Winerip wrote Monday on the evil and the good at State Board of Regents which ostensibly should control the absolutely evil NY State Ed Dept but even eviler (out eviling Eva) Regent boss Meryl Tisch has taken all power for herself.

Regents Pay a Political Price for Their Free Advisers, Dissenters Warn

In December, the chancellor of the New York State Board of Regents, Merryl H. Tisch, announced a new program: 13 research fellows would be selected to advise the education commissioner and the 17-member board. The fellows would be paid as much as $189,000 each, in private money; to date, $4.5 million has been raised, including $1 million donated by Dr. Tisch, a member of one of New York’s wealthiest families.
The chancellor sees the program as a way to add resources and expertise at a time of severe budget cutting (state financing of the Education Department is down 35 percent since 2009). She said the fellows would help ensure that the $700 million federal Race to the Top grant New York was awarded last year was properly spent.
“People in the department were burning out,” Dr. Tisch said. “This was a great way to enhance our capacity.”
As Dr. Tisch put it, what’s not to like about free fellows?
Plenty, according to several current and former board members.
Public education has never been so divided, between those like Dr. Tisch, Commissioner John B. King Jr. and Mayor Michael R. Bloomberg who support the Obama administration’s signature Race to the Top initiative and its emphasis on standardized tests and charter schools; and dissenters on the board, who call it a Race to the Bottom and put their faith in teachers as well as traditional public schools. The Race to the Bottom folks warn that the supposedly free fellows come at a stiff political price.

There was another article in the same edition by Sam Dillon detailing state ed departments fighting back against NCLB and opposing the Obama administration attempts to offer waivers if they sign onto their oppressive regs - teacher evals by test score, lots of charters, etc.

Some education officials and experts see signs that years of federal dominance of public school accountability may be drawing to a close.

It is Time to Break the Cycle

Since 2003, public school parents, children, educators, and community members have endured a dictatorial public education reform agenda that has ignored and marginalized their voices and has undermined and destabilized the schools they depend on, love, and serve. The departure of Cathleen Black highlights the incompetence, arrogance, and political nature of Bloomberg’s educational agenda; this is not about children first, but rather a blind belief in the corporate reform movement propelled by a centralized, top down system that has been destructive for our schools and our children.


It is time for a break in the power structure that has a strangle hold on our public education system; it is time for parents, children, educators and communities to have a say in the education of their 1.2 million school children.

The departure of four Deputy Chancellors in the last 100 days along with the admission by Mayor Bloomberg that the appointment of Black as Chancellor was a mistake, followed by the announced departure of the State Commissioner of Education on Thursday, makes it clear that the almost decade long mayoral control and corporate reform experiment that has ignored the voices of parents, teachers and community has been a failure for the entire educational community. The growing movements against school closings and the privatization of education have helped to expose these failures.

In the coming months our schools face severe cuts, testing is raging out of control, charter schools will attempt to expand by invading more schools, a campaign to close schools continues, dedicated educators are under attack, and our children’s education is at stake. Decisions about the lives of children, like the choice of leaders of the school system, should not be made without their parents, their communities and their teachers. We have little confidence that newly appointed Chancellor Dennis Walcott will be any more than the extension of the same policies with a different face. It is time for Mr. Bloomberg and the Department of Education to engage with parents, treat them as partners and provide the leadership and policies that truly do put children first.

The Grassroots Education Movement supports the Deny Waiver Coalition in their preference for a transparent and nationwide search process for a qualified Chancellor to run our school system. We believe that Mr. Bloomberg and our future Chancellor should fight for real reforms that will transform our public education system. They could begin with a moratorium on school closings, turnarounds, and charter co-locations. Reforms should include parent and teacher empowerment, more teaching, less testing, and the equitable funding needed to make sure our schools are responsive to, and the centers of, the communities they serve.

The Bloomberg ship is sinking. The last nine years under Mayor Bloomberg has been a sea of destructive and misguided educational policies. It is time for our children to be thrown a life raft. It is time for Bloomberg to be held accountable. It is time for a sea change.

unless Walcott (and the Mayor) change course, show that they are willing to follow the law, listen to parents and other stakeholders, and alter the policies that are damaging our kids, I do not  believe that the mayor’s abysmal approval ratings will increase substantially.  I hope that this appointment means a real shift in direction, rather than simply a PR move, but we will have to see.

While I agree with the tone of both Leonie's and GEM's statement, I have a different slant and won't wait and see if it's not simply a PR move because no one changes teams in the middle of the game and Walcott is on the wrong side and will not change. I don't want Bloomberg to have a final say in choosing a Chancellor or if possible, any say at all. We need separation of politics and education. Mayoral control must end ASAP. Better no chancellor than one appointed by Bloomberg. Our old friends at the UFT, which took no stand opposing Black - as outrageous as the appointment itself from my point of view – support and will continue to support mayoral control forever - with just some tweaks added. We are fighting a 2-front war. Ed deformers on one side and the UFT/AFT at our backs. Really, a 3-front war - corporate, government and our own union. We need more air support than the Libyan rebels.

Oh, and good ridence to that Meryl Tisch suck-up David Steiner. The day he was appointed I attacked him and people chastised me for not giving him a chance. They don't get that the person doing the appointing is the key, not the appointee themselves. No one appoints someone who will change the direction they want to go in. Tisch is Bloomberg's next door neighbor and had Joel Klein ask the 4 Questions at her Passover sedars. Guess which side she is on?

Let's see now. Meryl Tisch - yes that family - owns Giants and all kinds of stuff. Also Bloomberg next door neighbor - we picketed her too at our January '10 demo a Bloomberg's house. She also does Passover with Joel Klein. Very non-partisan.

And David Steiner who used to be at Hunter College - you know the place. Lower 4 year grad rates than some high schools that were closed. And remember how Hunter and Joel Klein tried to team up to take over the Julia Richman complex on 2nd Ave and 67th St - one of the multi-school buildings that has actually worked since the early 90's.

Context

That is what Michael Mulgrew and the Unity machine have left out. Context.

One of their main arguments was to point to the NY Post claims that Klein opposes the plan vehemently. "He's up in Albany right now trying to get it defeated," said one top union official. "If Joel Klein is against it, I am for it," said Michael Mendel. Peter Goodman is pushing the same line. Check out this very funny title of his blog post:

I found it hysterical when Mulgrew went over the top praising Meryl Tisch and David Steiner: It was wonderful working with these people at the state and so different from working with numbnuts- er - Klein. "These people really know education," he said. Sure, Meryl spent 30 minutes teaching kindergarten in a Hebrew school.

Does Mulgrew really expect us to fall for this? Tisch lives next door to Bloomberg (we were picketing her too in Jan.), is a major ed deformer and has numbnuts Klein at her Passover sedar.

Next time Joel asks the 4 Questions:

How is this sellout by the UFT different from all other sellouts?

The UFT knows it is being good-copped and bad-copped and tries to sell this crap to the members. You can only sell the same piece of cheap costume jewelry so many times.

Then they tell you that the teacher has some rights to deal with the principal. Oh sure, teachers will sit down with the principal. "They can't be forced to do anything they don't want to," they said. As I said to one of the top members of the leadership, "What world are you guys living in? Do you have a clue as to what is going on in the schools?" Ten minutes after the teacher tells the principal 'No thank you', whammo- verbal abuse charges. "You didn't tell that child how nice she looked. Rubber room. Oh, sorry, no more rubber room. We'll just fire you in 60 days."

The UFT has proved time and again they can't protect anyone. As I said, "Context."

If we trusted BloomKlein, or even the UFT leadership, the plan might even be a good one. But there is always context. On paper every football play works. In the reality of the NYC DOE, all balls are in the air.

They talk about a growth model for students. Meaning value-added, which has been much discredited. See Leonie Haimson's analysis I posted a few days ago (UFT Prepares Giant Vat of Kool Aid for Delegate Assembly). Interesting that a parent activist does the real work of presenting the issue honestly while the UFT sells their narrow self-interest to the members.

When the question was raised as to why this contract change is not going to the membership, Michael Mendel said: We didn’t go to the membership. We are the leaders of the union.

Of course they don't dare go to the membership as at this point there is major outrage. They need time to massage the members by sending out their troops to the schools. (By the way, that will be an indication of just how worried they are - a sudden appearance of every working stiff at 52 Broadway and from the borough offices and the district reps in the schools, the way they had to do it in the 2005 contract vote.)

The vote was overwhelming for the new teacher evaluation system at the Delegate Assembly on Wednesday. A slam dunk for Mulgrew and the Unity machine (see anon comment below on how Unity controls the DA). Even opposition people thought Mulgrew did an effective job of quelling the doubts even if they weren't convinced. But remember, the DA is a Unity body. That there were doubts in the first place withing the machine is indicative of some shakiness. But it is always easy for the leadership to calm the Unity gang. They have a vested interest in supporting all leadership positions.

What has to be understood is that it is very important for the leadership to make sure the caucus is on board because it is their job to sell it to the rank and file.

Some opposition people spoke. Peter Lamphere, Bronx HS of Science Chapter leader spoke very effectively. "There is not one rubric my principal can't figure out how to get around." There was a hush in the room when Peter, one of the best math teachers there is (students and other teachers rave about him, said he had gotten 2 U ratings.

If there was one statement that put the whole thing in context, that was it. The UFT can't even protect their chapter leaders from the vicious attacks. Chapter leaders who are renowned teachers. In some unions, the orchestrated attack on shop stewards, the glue of the union, would be a strikeable offense. Context.

The Peter Lamphere context is what makes this agreement a joke, no matter what it says on paper. A good chunk of the rank and file is living in fear of principals from hell. And that is what will inform their reaction to this deal over time.

So where does the mass of teachers out there in the schools stand? I think it will take the actual implementation horror story to play itself out over the next year before we get the full reaction. Will senior, higher payed teachers start disappearing - something the UFT will do its best to cover up?

I thought it interesting that I got two phone calls within 15 minutes yesterday from reporters from major top level publications asking about rank and file reaction. While I am usually a skeptic about the r&f because I have seen the Unity machine sell just about anything in the schools, these calls raised my antenna. These reporters must have been sniffing something out. I was asked whether I detected any negative reaction within the Unity machine itself. There are a few signs but not enough to create problems for Mulgrew. The real job of the school based Unity people will be to see how their members react. I have been polling some of the activist in schools with Unity chapter leaders to see how it is going for them. Something worth watching.

Not surprisingly the Q&A left out the expedited dismissal procedures of the new agreement. In fact their spin make the new agreement look so good it’s a wonder we didn’t agree to this years ago.

The low point of the DA was the highpoint of Unity arrogance and emptiness. Sounding like gangster union head Johnny Friendly in On the Waterfront, UFT Secretary Michael Mendel squashed skeptics bellowing: “Yes, we didn’t go to the membership [on the secret teacher evaluation deal]. We are the leaders of the union.” Translation: If you don’t like the deal, drop dead.

I was surprised at how the delegates accepted this evaluation thing. There were plenty of dissenters, myself included, but I didn't get a chance to ask a question. I also have issues with the way these things are run. They plant their special reps in the crowd to help move the mass along. I can't tell you how many times the crowd was absolutely silent and a Tool-in-a-suit would start clapping softly at one of Mulgrew's talking points. This soft clapping prompted clapping from the people around him and gave the impression that the people were more in favor of this all than they seemed to be. I hate the politics of the Union and makes me want to resign my CL-ship. I stick around for my members, but that's all I work for.

After having read voices like Diane Ravitch and Aaron Pallas on "value-added" measures of teacher effectiveness, I'm fairly convinced that there is no way to use it effectively. That's one reason I was wary to see the UFT get into bed with Bill Gates and his "Measures of Effective Teaching" program.

It appears the "teacher input" is restricted to those who control the union--the folks who brought us the 05 contract which was the best thing since sliced bread (which is highly overrated when you consider all those artisan breads you can bring home and cut yourself.) The best I can see is if we don't reach an agreement, the old arrangement stays in place. If we do reach an agreement, watch the eraser sales at Staples quadruple as teachers and administrators all over the state scramble to inflate scores.

And so it goes.

Tisch, Tisch, Meryl


We get letters from people running schools too.

Some of my sources tell me that almost every principal they meet despises Tweed and Joel Klein. And I get mail from more principals and higher placed people, even some at Tweed, than you would imagine.

This one is about the outrageous
puff piece in the NY Times on Meryl Tisch, who now heads the NY State Board of Regents which must rule on waivers for "do no nuttin bout education" chancellors. Look for a follow-up piece where I'll parse the article. I've been too busy doubled up with laughter to comment now.

Norm,

I am fascinated by the detail of your research and reporting! I feel fortunate to have you "in the trenches" reporting on everything- as I find many of your opinions right on target. I am only sorry that I am not retired so I could enjoy my freedom of speech – and perhaps write more and share opinions.

I was deeply troubled by the NY Times' very flattering piece on Meryl Tisch.

Though she seems like a nice lady and I have only seen her speak once, she is in the Mayor's pocket- she once was quoted as saying "I absolutely will support Mayoral Control as long as MICHAEL is going to be in charge". Then article talks of how she has shared several Seder suppers with Joel Klein and how she and her husband go on dinner dates with JOEL and his wife".

That would be like me as an accountant sharing Christmas dinner with my auditor every year.

The entire article is full of her connections to the wealth of a very limited number of people mostly very folks from the upper east side.. Seymour Fliegel is mentioned praising her-didn't he get a contract from JOEL to run the CIE PSO??? There is too much here that does not pass the smell test.

They talk about old school board corruption (which obviously existed) but was "small potatoes" compared to this-

This is the outright hijacking of parents' rights and voice to have a filthy rich upper east side "long time friend of the mayor's" who regularly socializes with the UNLICENSED UNCERTIFIED fellow running our schools- she will be called on to testify about Mayoral Control and should perhaps be asked to step aside as her opinions are certainly BIASED!!!
