"If charter schools are so bad, why do so many parents sign up to get their kids in to them. These parents want better choices, not schools as usual".

That's the whole point. Parents should and have a right to demand better schools with better choices BUT without being charged for it.
When I was growing up in NYC you were provided with better options and opportunities for your children without being forced to obtain a "voucher" and pay for those "better choices".
EDUCATION PROFITEERS RECYCLE THE OLD AND MAGICLY CALL IT NEW !
In times past the schools traditionally grouped children in public school classes by ability level and progress level.
That made sense and was clearly the most efficient way to go because grouping allowed the teacher to concentrate class time on the need to deal with the most common global problems of the majority of the students.
It was a giant leap forward from the days of the one room schoolhouse that mixed students with widely diverging ability levels all in one class room.
But over time most NYC Public Schools moved away from grouping by reading and math ability levels.
No more of that system of "gifted class" title being the top ability level and then 5-1, 5-2, 5-3, 5-4 etc etc. Just throw the baby out with the wash!
Over time parents realized their high achieving, well behaved, perfect attendance Jose, Maria, Tanisha, etc, was being held back and slowed down because the teacher had to deal with too many different reading and math ability levels all in the same class at the same time.
Bingo- those Green Light Bulbs with the Big Dollar Signs started to light up above the heads of the Education profiteers.
Without so much as needing to employ computers and Rocket Science, slide rulers and hire Think Tanks, the Education profiteers realized they had a gargantuan profit opportunity Bonanza staring them in the face.
Why not bring back the old time, tried and proven system of grouping kids by reading and math and behavior and attendance levels.
The Education profiteers saw a vacuum and a golden opportunity to make a mountain of cash as desperate parents looking for a better system of educating their kids beat a path to the Charter School doors.
OOPS - THERE IS ONLY ONE CATCH
Only problem is the Charter Schools were/are only interested in the top tier kids and not the ones most in need of extra reading and math assistance.
So they Cherry Pick the most successful kids, the Cream of the Crop and stop there.

In the old days when I attended Public School every grade was grouped and no parent needed a special Voucher to have their child in the top gifted class if that child by virtue of academic abilty, good behavior and attendance had earned the right to be in the class comprised of High Achieving "superstar" students.
If Jose and Maria and Tanisha could cut the mustard and had proven themselves, they were placed in the class comprised of High Achievers automatically.
No need to fill out lengthy forms, then apply for the voucher, then chew your fingernails down to the bone, waiting for that letter that said your child had been selected.
It was all done for your child, in house, in their home school, automatically. Period.
In short there is nothing wrong with the concept of grouping high achieving students together. It has been the way the real world has operated for centuries.
Or do you think Harvard and Howard Universities, Cooper Union and Princeton, just flip a coin when selecting next year's incoming Freshman??
But formerly no one had to pay extra for the right to be in a program for High Achievers.
And thousands of trees did not have to sacrificed so that millions of paper Vouchers could be filled out from Sea to shining Sea.
Am I the only person left on the Planet that gets it??
The Charter School movement is NOT doing anything new. But they had the genius to give an old tried and proven (but discarded) system, a new packaging and a NEW name- trumpets please- CHARTER SCHOOLS.
In fact it is even more clever than convincing people to pay for water or air or sunshine.
Hallelujah and Hallelujah encore- Let the PROFITS RAIN DOWN
