Will de Blasio's DOE rescue Adult Education from Superintendent Rose-marie Mills?

RE:      Removal of superintendent Rosemary Mills

Dear Senior Superintendent Feijoo,

We in New York City adult education are perhaps very close to a tipping point in the relentless attack upon the morale of the instructors and support staff of the Office of Adult & Continuing Education programs and services. There will come a time in the near future when a room filled to capacity with OACE teachers and staff will express serious concerns about Superintendent Mills, and the numerous non-adult education administrators that she has brought in and imposed on this program in such a short time. We are heartened to see that more voices are beginning to surface (see attached internet article) and we request that this matter be addressed as soon as possible. While some of Ms. Mills’ questionable practices during her previous tenure at District 19 are known anecdotally, we want to be sure that this time there is a readily available paper trail documenting the issues.

In light of the increasing concerns regarding accountability in public education we respectfully request that this and all previous letters regarding the removal of Superintendent Mills be placed in her file.  Someone in such a vital and critical role should be capable of facilitating, supporting, and understanding the needs of adult educators and by extension, the 40,000 students they serve year in and year out. This superintendent has demonstrated quite the opposite, alienating a vast majority of the personnel in this program and displaying little care, respect, or understanding for adult learners or adult educators and support staff.

Our concerns with regard to Superintendent Mills are numerous, but chief among them:

*A superintendent who has had zero experience in adult education, bombarding OACE teachers and staff under a with an increasing barrage of P-12 based policies, including obsessive preoccupation with Common Core standards and poorly aligned textbook and classroom resources. Not a single, veteran Instructional Facilitator within this program was consulted on the purchase of several hundred thousand dollars worth of books, resulting in a massive waste of money on materials that are not aligned with adult learners.

*An overbearing, punitive and unthinking approach to the closing of classes based upon a new policy of ADA 20 students, “or else”.  Where did this number come from?  Are there budgetary concerns because of the dramatically increased layers of administrative personnel that the superintendent has brought in to OACE in just one year, none of whom have had a single moment of adult education experience? There seems little appreciation for the realities of adult learners and their numerous life issues.

*Increasingly onerous, punitive and misguided workplace regulations governing:
·      teachers leaving their room to use the bathroom or for any justifiable reason,
·      Ever-increasing and redundant paperwork , increasingly data-driven mentality that sacrifices real teaching for mindless, rote, mis-aligned policies that do not serve adult students and demand increasing time and energy from teachers who have never had any prep time.

*Increasingly onerous, P-12 teacher assessment models and micro-managed lesson plan and preparation requirements  that demand ever increasing time and resources, including  a slavish devotion to one-size-fits all approach in the classroom, demonstrating little ability to think critically about adult learners and their educators.

*The elimination this year of any type of outside professional development towards the mandated annual PD hours, and in its stead, repetitive and redundant exposure to the Common Core standards and Danielson framework. These are adult students and we are adult teachers. Even P-12 schools are rejecting the Common Core. In past years teachers were afforded the flexibility to select meaningful professional development beyond the limited offerings of OACE.

*The sell-out of the Manhattan Adult Learning Center in Harlem to yet another Charter school co-location. Indeed, was Ms. Mills brought in to facilitate the shrinkage and eventual demise of the largest adult education program in the country, which every year serves 40,000 immigrants, parents, people of color, and hardworking adults seeking to improve English, High School equivalency, technical skills and certifications in an increasingly disparate city?

*An inability and unwillingness to engage in any type of meaningful dialogue with or respect for the decades of experience in adult education of the vast majority of instructors and support staff in this program.

We respectfully demand a change in leadership, one that will serve, facilitate, and honor the practices and successes of this long-standing adult education program, the largest adult education program in the country.

Let the Office of Adult & Continuing Education return to its primary goal of service to the community, not obsessive worship of state testing rubrics and P-12 Common Core standards which have little relevance to androgogy (pedagogy for adults).

When you have one of Ms. Mills’ hand-picked principals resigning in protest, you have ever-increasing evidence that her leadership is very problematic.

Ms. Mills seems to be of the opinion that she was specially selected to serve as Superintendent of the Office of Adult & Continuing Education.  If this is so, we would respectfully ask who made the determination that this excellent program, which has served disadvantaged and deserving adults since the 1960’s, has been targeted for such morale-crushing, insensitive leadership?

In the spirit of accountability in education, we repeat our earlier simple request: 

Please distribute a guaranteed anonymous survey to all administrators, educators, and support staff in this program in order to assess the performance of superintendent Rose Marie Mills. Leave room for comments.

  1. Thank god voices are starting to be heard. Would it be too much to ask for someone in leadership of the largest adult education program in New York state actually brings the same type of compassion, dedication, experience in support of a program that its dedicated adult education teachers have demonstrated, many of them for decades? If a teacher demonstrated the kind of insensitive, selfish and unilateral behavior in their classroom the students would have long walked out and their rating would unquestionably be a "U" for unsatisfactory. This superintendent is beyond unsatisfactory!

  2. One of the finest educators I know, an OACE principal, was recently forced out by Superintendent Mills. Please shine a light bright enough to illuminate the insidious forces that perpetuate this Draconian nonsense.

  3. Mills rules like a 3rd world dictator. She has decimated meaningful staff development for teachers and has spent tax payer dollars on inappropriate materials geared toward young children. She has also spent money on an expansive central team with high salaries but little to no knowledge of adult education, particularly in the field of adult second language acquisition. While her team pretends to advance Danielson, inquiry is quashed at every turn. Mills has no respect for teachers' expertise and knowledge and is only courteous to her immediate funders. Save adult Education, Carmen and get rid of the prison warden mentality permeating the present OACE administration. While you are at it, check the money spent on unused materials, office furniture, and cronies.

  4. Superintendent Rose Marie Mills was relieved of her duties in Brooklyn because of "misuse of funds" and other questionable activities. Her "reward" was to be dumped onto the Office of Adult & Continuing Education with license to continue her abuse of budgetary spending, personnel hirings, and her rampant and blatant contempt for teachers, staff and students. This time-honored program for 40,000 NYC adults every year deserves far better than an arrogant, incompetent, dishonest superintendent. Some of us are actually trying to make a difference in the lives of struggling adult learners in New York City, despite this assault on everything that this program stands for!

  5. NOW is the time for a strong knowledgeable adult education professional to lead us. We need someone who is able to influence the power centers at the federal, state, and city level. We need a leader who can build innovative alliances on the strength of adult education's structural potential to move toward equity. We need a leader who envisions creative and practical educational connections between employers and workers, technical training and academic learning, immigration and integration. We know what we need and we need to get it very soon.

  6. Everyone has signed in as "anonymous" because of the hostile, oppressive, and retaliatory regime that Ms. Mills has created at OACE. Ms. Mills has been hiring her friends who tend to be from the Caribbean. Many white people have disappeared from the OACE roster, and many have been forced into retirement. Ms. Mills has created a hostile working environment at every level of OACE. I am hoping our new mayor and chancellor will take notice of all that has been said here. An anonymous survey of all faculty and staff is a great idea and should include retirees.

  7. I HAVE NEVER SEEN THE MORALE OF TEACHERS AND STAFF SO LOW SINCE MS. MILLS TOOK OVER OACE. SHE DOSN'T SPEAK TO STAFF AND IF YOU EVEN SAY GOOD MORNING TO HER, SHE ROLLS HER EYES AND KEEPS RIGHT ON WALKING WITH OUT A GREATING.TEACHERS AND STAFF ARE WALKING AROUND ON EGG SHELLS.     1. The NYC Department of Education Office of Adult and Continuing Education is under attack from within. The new Superintendent, Rose Marie Mills, has effectively destroyed the morale of the teachers, staff and students as a result of her uncaring, paranoid, punitive and intimidating style. Our working environment is referred to as the "reign of terror". She has permeated our program with an overwhelming feeling of disrespect for teachers, staff and adult students. She has misused thousands of dollars of funds by buying elementary level books about infantile themes rather than appropriate materials for adult students. She has also constructed an expanded Central Office made up of 10 administrators all on Assistant Principal salaries. None of these people have experience or knowledge about adult education. At them same time, she has cut classes and hours for support staff. Ms. Mills is a bully, even ordering Principals to give Unsatisfactory ratings to their teachers. Well, we give you an Unsatisfactory rating, Ms. Mills!

Mills is a selfish individual that only looks out for her kind, she has brought "her" friends to work in positions that others have more experience in and had them go through bogus C30-30 process that were fixed no one with any experience in Adult Education was given an opportunity to apply for any of these positions, during the C30 process the C30 Team was instructed on whom they had to pick for the position this is unfair to all others who applied for the positions and all the Adult Education employees whom wanted to apply, but weren't even considered for the position, Teachers and administrators in the process where part of her team or scared of her. So we were forced to pick her person as the only qualified applicant.... That's how we ended up with Superville and all these other Mills cronies. How much experience does he have in Adult Education none, do we have others with more experience of course, this is a sick woman and all she could say to us is..."I have five years"....I wish this was your fifth year so, you and your cronies would be gone.

  10. Yes... yes... yes! So uplifting to hear the voices finally come out and speak the long overdue truth about Superintendent Mills and her staff. They are ruining this program. Her "friends" that she has installed in this program can't utter a sentence without making mention of "Superintendent Mills", clearly paying homage to their "benefactor" at every opportunity. They are an unwelcome combination of inexperience, incompetence and program damage. This program deserves far, far better than this. The DOI should investigate the disappearance of many tens of thousands of dollars of supplies and equipment from places like the Queens Adult Learning Center. If Ms. Mills had any interest in supporting this program she could see to it that the co-location at the Mid manhattan learning center in harlem would be reversed and another more suitable location found. Is she superintendent for OACE or is she superintendent for the charter school movement? Who's agenda is Ms. Mills implementing??? Since she spends most of her time behind closed doors at BALC and has removed all customary channels and former personnel involved in budgetary oversight for this program, she seems to feel empowered to spend money in secret and on items that would appear to have no place in an adult education program. And some of these expenditures seem to be going to places other than OACE sites. Chancellor Farina, please help us!

  11. Superintendent Mills has, from her first days at the NYCDOE, seemed to regard the teachers not as her colleagues, but as her enemies, which is a self-fulfilling prophecy.
    As evidence of her lack of fitness, I offer her response to the problem of low literacy among our population: as one her new rules, teachers are required to have twenty minutes of free reading time, in which the students looks at a wide assortment of books and choose one to their liking. All that sounds fine, but the books sent to my class, and there are dozens, were written for very young children. When the books have twelve pages, a title like "Trucks!" and one word per page, that's hard to sustain for twenty minutes, you can be sure.
    Ms. Mills has surrounded herself with people who, like her, have no adult-education experience. I cringe every time an administrator calls our students, who are all over 21, "children," and I hear it a lot. On numerous occasions, she has dismissed some very legitimate complaints from teachers, and now "the chickens have come home to roost." Her continued presence is harmful to the smooth functioning of public adult education in this city.

  12. In addition to all the above offenses Ms. Mills is adding layers of paperwork to an already overburdened staff, perpetuating the antiquated record keeping systems of State Ed and DOE. She is old school though and though and not in any positive meaning of that term. Wouldn't be surprised if she made us stand in the corner at the next staff meeting. OACE is in need of a forward thinking leader who can help bring adult ed into the 21st century, building partnerships with employers and community based organizations and using technology to streamline our assessments and tracking systems. Mills' grandiosity and values are appalling (spending over $50,000 on new furniture for her office suite and never sitting down to consult with any veteran staff) and have no place in a public education institution that is struggling financially. Her appointment is an insult to all of us and an embarrassment to a program that has so many dedicated teachers and administrators who have worked for years to improve our services to NYC adults.

  13. Because I cannot use the inappropriate materials that have been given to us with my low and non-literate adult students, I am forced to make my own. Ms. Mills also said that we may not collect funds from the students to buy the necessary materials as I have done in the past, so I have been making and paying for them myself. I have spent countless hours and dollars inventing my own materials, way more than the $57 allotted to us. I have been judged by rigid supervisors looking to find anything wrong who haven't the first idea of what or how to teach our students and who refuse to have a conversation about it. I also suspect they are using the Danielson rubric without the Danielson language.

  14. Ms. Mills should be investigated immediately for the thousands of dollars she spent on useless books. Children's books about trucks or audio books at such a high level that our students cannot use them! And anyway who has CD players in their classrooms to even use these audio books? Nobody! Did she bother to talk to anyone who knows about adult ed before she spent all this money? No! Instead she forced the Central IF at that time to dismantle and box up a beautiful library with excellent materials that teachers in every borough utilized. She refused to listen to the Instructional Facilitators who had lists of materials that teachers requested and used. Now there are thousands of boxes of useless materials sitting in boxes in every classroom. Because of her incompetence teachers have no materials to us in their classrooms. This is misconduct and should be investigated at the highest levels of the DOE!

    1. Yes, and what about the tens of thousands of dollars worth of supplies, equipment and furniture that "disappeared" from Queens Adult Learning Center in the last few months? Shouldn't that be investigated? There was a directive from someone to divert all those expenditures to go elsewhere. Shouldn't that be investigated? Does Ms. Mills know anything about that?

Mills treats staff like peons, she should be investigated for her placement of friends who never worked for the DOE ( straight out of charter schools) but are now principals, without giving seasoned assistant principals a chance... The paper trail for her im·pro·pri·e·ties will take sometime because the list is too long....She has a habit of saying " know your place" She does know hers......

  16. I JUST RETIRED FROM ADULT AND CONTINUING EDUCATION TODAY, OCTOBER 15,2014. THANK GOD I DON'T HAVE TO TAKE ANY MORE OF ROSE-MARIE MILLS OR SUPERVISORS K.HARRIS OR. BRAHAMS, NASTINESS, RUDENESS,AND TOTAL DISRESPECT OF STAFF AS WELL AS MYSELF.. I HAVE NEVER BEEN SO DISRESPECTED BY SUPERVISORS IN MY THIRTY YEARS OF WORKING FOR THE BOARD OF EDUCATION. I WILL NEVER PUT M,Y FOOT BACK INTO BALC AS LONG AS THESES THREE PEOPLE WORK THERE. NO EMPLOYEE SHOULD GO THROUGH WHAT I WENT THROUGH TODAY OR BE TREASTED IN SUCH A MANNER. THAT IS WHY I RETIRED.   19. Okay. We know the problem. Let's be in the solution. I for one do not like going to UFT meetings and being shouted at by the so called chapter leader. Why isn't this business a 2 way street. It's time for a new Adult Ed contract NOW!!!! We teachers are no less important to the program as anyone else. In fact without us who needs them? Our students dont come to OUR classes because they like the principals and paras and they know it. Some have called us the chefs and they're the pots and pans. NO?? We DEMAND equal acountability. We DEMAND the right to evaluate our administration, principals, working conditions, PD, materials and paperwork ON THE SAME EVALUATION REPORT THEY DO ON US. Face it. At the end of the day we are balance sheets with numbers that our principals can use to gloat over the lesser figures in other regions and compete for Mills' love. No one's talking about all the insane testing. When are you all going to DEMAND a real viable solution. Mills does what she's allowed to do by our union and within the collective bargaining contract. We demand to be heard publicly and the evaluations we submit MUST be done right on the DOE website not on anonymous blogs. We must be able to write anonymouslyrics so supervisors don't target us. OR the UFT must make room for our evaluation reports on their site for ALL to read. NOW.

  20. I understand an Assistant Principal was in a confrontation with the Superintendent in which profanity was used- is this true. It saddens me that the teachers of OACE who marched in City Hall Park in support of their students seem to be unwilling to band together to create a safe space for staff and students.

  22. Yes, Superintendent Mills has closed these vital programs, unilaterally. Her argument is that there are fiscal reasons. Why then have so many new administrators and office staff and newly created positions been added over the past three years under Ms. Mills' tenure? Where does that money come from? Her greatest skill seems to be to move long-time OACE personnel and administrators around like musical chairs, move people out, and bring in her Afro-Caribbean cronies from everywhere but within OACE. Superintendent Mills is the most destructive, morale-destroying, manipulative and autocratic "leader" the largest adult education organization in New York State has ever seen. Job well done Superintendent Mills, you must have received high marks from DOE for your miserable leadership, data-mania, and teacher abuse!

  23. All of these comments are true about the abusive treatment of teachers by Mills and her cronies. She has been systematically replacing all the veteran teachers and administrators in OACE, replacing them with a bunch of ignorant henchmen whose sole purpose in life is to terrorize the teachers in order to get brownie points from a sadist Superintendent. The question is why the State Dept. of Ed. and why our Chancellor Farina let her get away with it. Carmen Farina is visiting OACE and everyone is scrambling around to make sure the bulletin boards look good! This is the moronic level of incompetence we are dealing with. Chancellor Farina, I wish you would look past the bulletin boards to see what is truly happening in our program. You say you want to help the parents in the city. Well, Mills is decimating a program that many parents need! She is getting rid of experienced teachers! She is closing sites in communities that need our services. She is not opening new sites! The number of students we are serving is dwindling. She is a disaster and you let her keep her job? Shame on you Chancellor Farina!

  24. Superintendent Mills has almost single handedly decimated our adult education program in NYC. She has continued to harass all the veteran teachers and administrators until many have retired early rather than endure her abusive treatment any longer. Even though she has expanded her Central Administration threefold most of the people she has hired have fled. As soon as these new hirees understand how she bullies and mistreats people they are out of here! I can't even count how many people I know who have left the OACE in the last 3 years. These are teachers, principals, Central staff on EA lines. Nobody can stand to work with her because she's a sadist. Even the students are leaving in droves. They see how stressed out the teachers are, how horrible the new administrators are, how there are no books to use and they look around for other programs. I don't blame them. When is the Chancellor going to see how bad it is and get rid of Superintendent Mills and her incompetent cronies? The adult students in NYC deserve better, much better!

I ALSO REFUSED TO LOOSE MY 33 YEAR PENSION OVER THIS ASSHOILE, SO I LEFT. I WASN'T THERE FOR THE ADMINISTRATION. I WAS THERE FOR THE STUDENTS. I REFUSE TO WORK WITH ANY ADMINISTRATOR WHO TREATS OACE LIKE A PRISON. I BELIEVE CHANCES GO AROUND. SHE WILL EVENTUALLY GET HER JUST DUE!!! GOD HAS A SPECIAL PLACE IN HELL FOR HER AND HER CRONIES!!!

  27. The numbers are all a scam. Everyone knows it. It's time someone reporting it. She thinks testing means students are leaning. Her shady policies need to be investigated. Why on earth would you ask students to test after 12 hours? What purpose does that serve?

  28. I agree. The incessant testing at most sites needs to be documented, targeted, addressed, investigated, reported. Teachers and counselors need to keep copies of testing records and tracking sheets as well as any student comments. The way testing is being done goes against.state and test publisher's guidelines. It is not educationally sound and results can be deemed invalid. And it is bad for the students!

  30. I am very concerned about NYCDOE OACEs effort in implementing Career Pathways, create Industry Partnerships, and develop contextualized education and training programs for our adult students. We currently do not have any programs tat align to in-demand and growth sectors, all major priorities of the Citys workforce strategy. In fact, the recent closure of our LPN program is showing that our Superintendent, Rose-marie Mills, is missing the point on adult education and the needs of our students.

I just saw this article in a Queens community paper about the misleading and confusing OACE subway-car ads: http://tinyurl.com/z4byl24 (While the article is generally positive about our program, it notes the false advertising. I would point out an additional point of deception: the Spanish-language ads for our program state that hundreds of courses are available, including all CTE classes. One might argue that if a student needs a Spanish translation to understand the ad, there is really only one course of study available to that student: ESL)

The superintendent is worthless because she doesn't put a stop to the levels of verbal abuse and harrassment with illegal and preverse rules Chef Edwin Serna the Culinary teacher at East 96th Street at Co-Op Tech doles out on all the adults students on a daily basis.Chef Serna is a disgusting, arrogant filthy thug and criminal who exercises misdemeanors level harrassment. Chef Serna forces his adult students to sign an insubordination agree hiden in a class room safty agreement allowing him to exercise and deliver verbal attacks and harrassment daily. He creates daily circumstances to humilate and entrap students to chase them out of class with no cause except his own which is preverse and malicious in nature and intent.
