The Future AFL-CIO Leader - why Randi is an unlikely choice

One of Trumpka's most important positions was opposing the job sucking trade agreements, including the Hillary backed Pacific Trade Agreement in 2016, which Trump used to help beat her. Where was Randi on that issue? Supporting anything Hillary backed. In essence, Randi heading the AFL-CIO would be like inserting a Clinton operative - the Clintons who were fundamentally anti-union --- and if you doubt that just look at the record in Arkansas and the White House.

Sara Nelson actually worked her way up by working on the job. Randi was handed a job to buttress her rise to lead the union. Sara Nelson actually served drinks in the aisles and dealt with unruly customers. I bet Randi never had to deal with an unruly student.

Nelson has been a flight attendant with United Airlines since August, 1996.^[6] Soon after beginning her career, based in Boston for United Airlines, Nelson became an activist in the Boston AFA Local. She served in a variety of roles including the elected position of Council Representative. In 2002 Nelson was selected by AFA leaders at United Airlines to serve as Communications Chair.^[7]

She previously served as AFA's international vice president for a term beginning January 1, 2011. AFA-CWA represents nearly 50,000 flight attendants at 20 airlines. [She] worked four jobs to pay off her student debt, including as a substitute teacher, waitress, linen salesperson, and temp at an insurance agency.^[5]

Funny - Nelson may have as much teaching experience as Randi.

I must have temporarily - or permanently - lost my mind yesterday when I speculated about Randi Weingarten replacing Richard Trumpka as head of the AFL-CIO. [AFL-CIO Trumpka Dead, Is Randi in play to succeed? Implications for AFT/UFT? Flight Attendent union leader and progressive Sara Nelson in running]

Then I watched Randi's appearance on Morning Joe yesterday and video of Trumpka, who headed the Mineworkers union. Would miners and other workers accept a teacher union head as their leader? My brainstrust convinced me I was being delusional. Just watching how Randi waffles and obfuscates and is often so cloying convinced me.

We considered Sara Nelson and as head of the Flight Attendant union with a very public face during the pandemic, she seemed more likely to be accepted. The third option is Liz Shuler, Secretary-Treasurer and designated successor. Thus we will see the first woman to head the AFL-CIO in history -- unless a dark horse emerges.

The first ever woman elected to the position in 2009, Shuler also holds the

distinction of being the youngest officer ever to sit on the federation's Executive Council. Coming from Portland, Oregon, Shuler has been at the forefront of progressive labor initiatives like green job programs and the fight for workers' rights for many years, starting as an organizer at her local union.Prior to her election as secretary-treasurer of the AFL-CIO, Shuler was part of the Executive Leadership team of the Electrical Workers (IBEW)....Shuler first became active in union work after college. Her first job was as a union organizer for the International Brotherhood of Electrical Workers (IBEW) Local 125, working on a campaign to organizer clerical workers at PGE.^[3][5][7] She became a lobbyist for the IBEW in 1997, representing the union before the Oregon Legislature.^[3][5]

OK. Shuler may be the favorite now and actually comes across as more progressive than Randi - for those doubters -- watch what Randi does, not what she says.

But here's something that makes Sara Nelson more legit and more Trumpka-like than either Randi or Shuler  -- she actually worked in the industry she represents, just like Trumpka was a real miner. 

But wait you say -- doesn't Randi claim to have worked for 6 years as a high school teacher - she mentioned her teaching on Morning Joe. We've reported many times that Randi only worked 6 months on a full schedule at Clara Barton HS, a school hand-picked for the lawyer from the UFT who had to show some in school creds in order to become UFT president. Everyone at the school knew what her future was and she was treated accordingly. That's not real world experience.

Sara Nelson actually served drinks in the aisles and dealt with unruly customers. I bet Randi never had to deal with an unruly student.

As for Shuler, she functioned as a union organizer and lobbyist, which give her some creds. And coming from the IBEW probably rates higher than the AFT, which is still not the largest teacher union. Now if Randi were heading a merged AFT/NEA with almost 4 million members, that might have bolstered her case.

But I also am thinking about the power as AFT leader of a union versus heading the AFL-CIO which is a coalition of unions with no actual power. I could also make a case that Mulgrew as head of the UFT actually has more real power than Randi as head of the AFT -- but the UFT is the tail that wags the AFT dog --- both need each other to maintain their position. 

The brainstrust also speculated as to whether Mulgrew would even be taken seriously as a potential AFT leader. I heard from my old buddies in Chicago after they won their election 11 years ago that they had developed a good working relationship with Mulgrew, though politically, the Chicago leadership was more aligned with MORE.

Maybe I've been wrong on Mulgrew becoming AFT president. Imagine the scenario where Randi runs for AFL-CIO and wins (not so sure about that) and Mulgrew moves up -- Mulgrew wariness in the UFT might just make that enticing. Who would replace Mulgrew? Inside betting is on Leroy Barr. A former UFT president has been AFT president for 43 of the past 47 years.

This is a very disjointed piece based on old published and unpublished info I've been storing until the election was announced - which was in 2022. These articles are from pre-pandemic times mostly when the election was scheduled.

For the record, Trunpka died of a heart attack, not knee capping, but check alibis.

Speculation has already begun. Will Randi run, as there have been indications in the past? Will Sara Nelson, a Bernie wing union leader also run? Does this set up another battle of progressives vs center/right Dems? And if Randi runs and wins who heads the AFT? Does Mulgrew follow the historic pattern since 1964 (other than 1966-74, 2006-10) where a UFT President runs the AFT? And if there is this chain reaction, who runs for president of the UFT in 2022?

Breaking News: Richard Trumka, the longtime A.F.L.-C.I.O. president and an influential voice in Democratic politics, died at 72 after having a heart attack

Under the A.F.L.-C.I.O. constitution, the federation’s current secretary-treasurer, Liz Shuler, will take over as president until its executive council can meet to elect a successor. The federation’s next presidential election was originally scheduled to take place this year, but was delayed until next year because of the pandemic.

Sara Nelson, President of the Association of Flight Attendants-CWA, is a contender.
If it's Randi vs Sara, that's the repeat of the Biden/Bernie or any of the internal Dem Party battles.

 The Guardian reported in July 2019 that Trumka intends to back current AFL-CIO secretary-treasurer Liz Shuler. Many labor activists, however, hope that the militant and charismatic president of the Association of Flight Attendants (AFA), Sara Nelson, throws her hat in — meaning that for only the second time in its history, the AFL-CIO might have a contested race for its presidency... When voting for AFL-CIO president, however, each delegate will get to cast a number of votes equal to the number of members they represent. So an international with a million members will get a million votes, split equally among the twenty delegates.

The Jacobin article, which doesn't address a Randi candidacy, has good historical analysis.

The next UFT election is looming in spring 2022 and Mulgrew is reaching new levels of unpopularity due to the often tepid UFT response on opening
schools. especially with the CSA coming off as more militant than the UFT. The standard opposition voices have been very active. And in addition there is growing skepticism within the UFT rank and file and even in Unity Caucus about Mulgrew's leadership. (My sources tell me that some in Unity wanted to strike). And then there is a history of the three most recent UFT leaders going back to 1974 becoming AFT president. And with massive budget cuts to come once schools reopen - probably by next year - [See Arthur report - UFT Executive Board September 29, 2020--Staffing is a Disaster and the Budget Looks Even Worse] all balls are in the air.

With speculation growing about Randi's future, Mulgrew's future must enter into the picture. In this 3 part series I will speculate about the possibility Mulgrew may very well not be the Unity Caucus UFT presidential candidate in the 2022 election, depending on just how bad the conditions in the schools get and how relatively weak Mulgrew looks.

Recent articles, from the left (Jacobin) and from the right (Mike Antonucci/Intercepts), addressed another upcoming election, for AFL-CIO president if Richard Trumpka retires - or is pushed. How would Randi's leaving the AFT affect the UFT and Mulgrew? I'll address that issue in more detail in Part 2 or 3.

What does Randi really want?

In 2016 there were rumors Randi would be Hillary's Secty of Education and now there are rumors she would be up for the same job in a Biden administration since the Dems said they would appoint a teacher - which in itself is funny since Randi was way more lawyer than teacher (she taught full-time for only 6 months but that's better than an Arne Duncan or Betsy De Vos).

I've disparaged this idea because Sect'y of Ed is so subordinate to the President and other forces it is much less powerful than the AFT President.

For the past two decades the only position I felt Randi would leave for would be to lead the AFL-CIO, which includes the bulk of the US labor movement. She would be the first woman to head that organization.

The other option would be merging the AFT and NEA into a 4 million member national union with her at the head. There would be a lot of push back from the NEA which has term limits and is wary of AFT/Unity Caucus lack of democracy.

AFL-CIO head was the position UFT founder Al Shanker wanted and if he had lived he might have gotten it - he was a fave of the big boss George Meany due to his pro-Vietnam War stance and hard line anti-communism. But not being from an industrialized union in the 80s and 90s was not a good talking point for leadership. But now teacher unions are among the strongest remnants of unionism and a leader is primed for AFL-CIO leader.

Shanker's final position was AFT president when he died in 1997 and I can imagine Randi dreaming of rising to the position Shanker coveted. (She had to wait 10 years to rise to AFT Pres in 2009 after Sandi Feldman died. The deaths of two founders of the UFT in their 60s cleared the way for Randi. Think of the AFT presidency like the Supreme Court - lifetime appointment by Unity Caucus.)

But there are others in Randi's way - competitors like NEA president Lily Eskelsen García who is term-limited while Randi is assure of being AFT president for life. The heir apparent to Trumpka is Liz Shuler: The AFL-CIO secretary-treasurer. 

But the most intriguing candidate is the union leader darling of the left, Sara Nelson, of the Association of Flight Attendants union, setting up a replica of the Biden/Bernie battle in the Dem Party - a delicious thought. I've been a fan of Nelson as has been much of the left. Randi and Eskelson Garcia have the numbers of members compared to Nelson but more on this center vs left aspect in part 2. But first,

 - AFL-CIO President Richard Trumka is getting an earful – on Twitter – from teachers union boss Randi Weingarten for reportedly keeping the door open to a possible Trump endorsement in 2020.  Newsmax reported Wednesday that Trumka would not rule out a union endorsement for the president. “Every [candidate] will be looked at,” Trumka said. Then: Weingarten walked her comments back, saying, without any real explanation, that Trumka had clarified his remarks.

Of course, Randi walked back her remarks but she had issued a warning shot across Trumpka's bow.

Bloomberg Law runs a column called the Daily Labor Report, and this week the lead item is about who is waiting in the wings to challenge AFL-CIO president Richard Trumka.

The timing of the piece is curious, to say the least. Trumka has more than two years remaining in his current term, and the AFL-CIO doesn’t practice term limits. Trumka has been president for 10 years and, leaving out the short tenure of one interim president, previous presidents have served for 14, 16 and 24 years.

But, okay, let’s roll with it:

Trumka still has more than two years left in his third term at the helm, but that’s not stopping some of his possible successors from sniffing out potential support for a run if and when the seat opens. Three names are swirling as likely candidates to eventually replace Trumka, and at least two of them are making calls behind the scenes to try to build a backing, according to sources.

…Randi Weingarten: The American Federation of Teachers president flirted with challenging Trumka in the last AFL-CIO election and has since been a prominent voice in highly publicized school house strikes. Weingarten is taking a page from the Paul Ryan for Speaker of the House playbook: She will publicly say she’s not interested in the job, while remaining open to the option behind the scenes if sufficiently urged to do so by others.

Weingarten’s name has been floated in the past as a U.S. Senator and a Secretary of Education. I have no idea if she is interested in being president of the AFL-CIO. Clearly, neither does Bloomberg Law, but it didn’t stop them from posting a column about it.

I can think of at least one good reason she wouldn’t want the job. She made $405,793 last year as AFT president. Trumka made $261,779.

Mike Antonucci reports on a piece in Bloomberg Law
that Randi Weingarten is considering challenging Richard Trumpka for leadership of the AFL-CIO, a position I have always believed Randi had her eye on and back when people speculated she was after Secty of Education I pointed out that she had more power as head of the AFT. And in fact she still has more power now than she might as AFL-CIO head. But I always believed Al Shanker coveted this position but in those days the idea of a public service union head, especially a teacher, would lead the heavier industrialized AFL-CIO was not a reality.

My sense has always been that Randi wanted to go further than Shanker did and the AFL-CIO is a place that would accomplish that.

Things have clearly changed as industrial unions declined and the public service unions have risen to the top in the union movement. So Randi making a move is feasible. (Remember how Al Shanker made a move on his former mentor Dave Selden at the 1974 convention in Toronto (I was there)).  Shanker's move was partially inspired by then AFL-CIO head George Meany who was very pro-VietNam war, as was Shanker, and Selden was opposed to the war.

Selden did not go quietly and wrote a book with some heavy criticism of Shanker.

Maybe a lesson for Randi. But if Trumpka doesn't want to go it won't be as easy for Randi as it was for Shanker, who had Unity Caucus domination of the AFT to rely on. There is no Unity Caucus in the AFL-CIO.

And then there's this point from Antonucci:

I can think of at least one good reason she wouldn’t want the job. She made $405,793 last year as AFT president. Trumka made $261,779. 

Well, maybe the AFT/UFT Unity Caucus machine can supplement her salary to make up the difference.

If Randi should make the move and be successful, that leaves the AFT presidency open and since 1974 UFT presidents have occupied the position since then except for the 4 years between Sandy Feldman and Randi.

From what I saw of Mulgew at AFT conventions he didn't distinguish himself and Randi didn't give him much of a role while elevating former St. Paul teacher union head Mary Cathryn Ricker who I would put my money on as her successor.

There is some danger in not having a loyal base in NYC from the Unity Caucus people and that might be a factor.

But this is all fun speculation, and with the 2020 AFT convention coming to Houston where an endorsement of Joe Biden will take place, Randi may just stay put and wait for Trumpka to retire. But they are the same age so all balls are in the air. My money is on the status quo- Randi makes too much money and has a lot of power over her fiefdom.
