Video: PS 42 Chapter Leader Condemns Closing,Teachers Turn Backs on Dep Chanc Rose

They create new schools, only they're for other people's children. -------Paraphrasing speech by PS 42 Chapter Leader John Krattinger, who has exerted extraordinary leadership since the school closing was announced. John was a teacher at Rockaway's MS 180 over a decade ago when it was closed and replaced by the exclusive Scholars Academy where PS 42 kids would get not get accepted.

Farina Goes to Rockaway to Sell Replacment School; Most Parents Boycott Visit

"Fariña’s 12-minute speech was followed by a QandA session during which the chancellor’s team of experts replied to issues including whether or not the incoming teachers would not only be qualified to succeed in their roles, but if they could also “relate” to the student population.

Priority status my ass. We know what this closing is all about -- dump the teachers.

When Deputy Chancellor Elizabeth Rose announced at the Feb. 13 public hearing that Farina would come to the school on Thursday, Feb. 15 at 4 PM as the school was closing down for the mid-winter break there was a bit of rolling of the eyes. Was she clueless or was this intentional to keep teachers away and avoid being questioned, knowing how quickly school evacuate on the eve of vacation?

I tipped the crew over at The WAVE that Farina was coming and that there won't be many, if any, parents there to hear her. Assistent Editor Ralph Mancini was in the building.

Sources say there was some pissed offtedness coming from her highness and her aides making some disparaging comments about parents not caring instead of facing the reality that they boycotted. If they didn't care, how come so many showed up at the hearing just 2 days before?

but then a two or three parents straggled in. Farina saw how small class sizes can be so convenient, as she was apparently able to sit at a table with the parents and explain her vision for the new schools replacing PS 42. That most parents did not show up indicates that they don't want their school to close and that they want to keep the teachers who their kids have gotten to know so well.

Did the strong UFT response at the hearing put pressure on Farina to drag her way to Rockaway on the eve of a vacation? (Video- PS 42 Hearing - UFT Puts Skin in the Game).

Video Global Tech: Teachers and Parents Stand Up to DOE Plus Statements of Support to be Read at PEP

Here are comments from a couple of parents talking about the impact of Global Tech on their children and some amazing teachers. These teachers are not only eloquent but brave. It's funny how we read so many anonymous comments on the blogs where teachers say how fearful they are. Not these teachers.

I saw Estrella pass a note to the guy next to her when Kayla Hamilton was speaking pointing out her name. I called out - vendetta? When I told Kayla the story she said, "What else is new?"

One reason we are taking aim at Estrella at the UFT to force them to take action and stop the collusion between her and District 4 rep Servia Silva.

Video: Voices of Global Tech - A Massive Defense of the School, Savaging Supt Estrella

"Your are monsters" -  Students to DOE officials
OK. So I went to yet another school hearing -- not a formal closing but a consolidation of two schools into one - but in effect the death of Global Tech. And this one - maybe above all - blew all of us away. The mostly former students were the stars of the show -with the support of their former teachers - most had left the school last year when Estrella chopped the principal and forced him out -- he is now at Harvard -- who showed up with the former students.

Their voices must be heard and I know that an hour and 20 minutes is a lot of time - and this is uncut raw video - I only turned off the
camera a few times when there were some lulls -- but there were not many -- this was one of the most intense hearings I've been too-- but also joyous -- I chose to feature a shot of Kayla Hamilton one of the teachers who helped organize this and someone I've been in touch with over the past week. Watch the ovation she gets.
She is one of the warmest, most exuberant people I've met. I would go back to school to have her as a teacher. We hugged her as we left and asked her what else can we do. She responded with, "No, what can I do? I'm an activist now."

We will see Kayla and her crew this Wednesday night at the PEP at 166 Essex Street - starting at 6PM. CPE1 people will be in the house to support Global Tech. Come on down and see the show.

And I will be posting shorter segments highlighting some of the dynamic speakers for those who don't have time to watch the entire video.

Global Tech PS 7 Merger Update: politics rule in Supt. Estrella Land

IA Principal Graeber went from disparaging the collaborative efforts of the staff in 2016-17 as he described it: "the teachers have been running the school for too long" to desperately begging teachers to help to control classroom, lunch room and recess. This level of disrespect for collaborative leadership goes counter to 7 years of dedicated work at GTP with Russell and Baiz plus 2 years at PS 7 under GTP trained Dr. Harvey. ....
To close Global Tech is to actively discriminate against children with special needs, their families, and their rights to choose. Additionally, the superintendent has shown no consideration of how the increased number of special education students at PS 7 will be addressed, demonstrating her lack of concern and foresight in closing GTP, a school serving a high number of special education students.
....... Through already combining the schools, the superintendent has shown she neither honors the process for a school closure/merger, nor does she respect the community’s rights to give input and be heard when it comes to the educational futures of their children. ........Emails from former staff
Shades of the charges against CPE1 - that teachers were running the school -- which I have always found to lead to the best run schools. But Farina and crew are out to stamp out strong teacher voices. The serious charges about neglect of special ed students may come back to bite the butts of Estrella and Farina --- expect the tonight's event and the Jan. 24 PEP to contain some fireworks --- look for videos to come.

So tonight I'm dragging my old bones up to tape the hearing for merger of Global Tech and PS 7 in Harlem. Gloria, Myrie, Joan and Lisa from MORE are joining me and we have a very good leaflet produced by the MORE closing schools committee, which can be read at the MORE site:  CASCADE – Campaign Against School Closings & Displacement Everywhere. I love the name CASCADE. And I love working with this committee of MORE even if I have some issues with some of the other ways MORE has been operating. 

I reported on the Global Tech situation yesterday:

I'm pushing our Ex Bd reps to challenge the union on Estrella at the Ex Bd meeting next Monday.

Below are excerpts from email exchanges from former staff that expose the political manipulation and personal vendettas of District 4 (East Harlem) Supt Alexandra Estrella as she puts another notch in her belt of destruction. That she is an agent of Farina, there is no question. We talked about her relationship with UFT officials in yesterday's post.

Here is some more background info from email exchanges.
One point not addressed so far is the state of both schools since the " mock merger."
The level of chaos and confusion that exists in the building is unacceptable.  Teachers are on the verge of break downs and several have quit, others are planning their exit strategy for 2018.  The new principals are both unable to control the rapidly increasing fights and classroom disruptions in the 6th grade.  Special education students are placed in classes with no special education teachers.  Students with 12:1 designation are in general education classes 70% of the day with one teacher.  
The claim that GTP students will benefit from a partnership with Hunter College is dishonest and shameful.  Hunter College was not aware of the "mock merger" and were caught off-guard by the  devastatingly negative impact on discipline and achievement.   Hunter placed a consultant in the school to try to bring order to the chaos with little positive effect. Members of the superintendent staff have been actively involved in running the school and have acted as substitute teachers on occasion in an effort to stabilize lapses in leadership that could de-rail the partnership.

The flaunted restorative practice and designated classroom space is so dysfunctional that teachers are volunteering to man more structured detentions and suspensions during their lunch periods, as a last-ditch effort to save the school year.
This "mock merger" has to be brought back to the discussion and negotiating table with ALL STAKEHOLDERS represented.
We should accept nothing less.

Here is the email that began the thread delineating the reasons for why the merger is a bad move:
I am writing this email with deep concern about the merger of Global Tech Prep into PS 7, effectively closing Global Tech Prep in East Harlem's District 4. I do not support this merger/closure of Global Tech (MS 406) for the following reasons:
There is no other technology-based school in the district, which serves a population of high-needs students. With the skills needed to be successful in today’s technological world and an already burgeoning achievement gap between students with resources and those without, how can we close the one tech school in the district? 

What is the technology plan? Each student at Global Tech Prep has a laptop, but more importantly, the kind of education that teaches them to be digital citizens in today’s complex world. There is no mention of how the very needed skills involving technology will be addressed in the superintendent’s proposal.

Based on the need for a technology school alone, why isn’t a formation considered where PS 7 would focus on PreK-5 and Global Tech on 6-8 for the community? The community deserves to have this choice. 

This addresses the lowered enrollment, which is something happening across ALL public schools in the district (this is fueled by the exorbitant number of charter schools in the district). It seems there’s been no comparison of which of the two middle schools better serves the community, which should be a key part of the evaluation of closing an existing middle school. Where is this comparison—breaking out the 6-8 of PS 7 and comparing it to Global Tech (and looking both at and beyond test scores) to support this decision?

Special education students comprise 39% of the population at Global Tech Prep, and many parents choose the school because of how well the school educates students with special needs. Closing GTP means special education parents of East Harlem have few choices for schools that really understand and can serve special education students at the level GTP can. Furthermore, closing GTP (M406) is against the principles of the laws that govern special education—every child has the right to a free and appropriate education. The standards of “appropriate” special education at other schools in the district don’t come close to the kinds of outcomes and work Global Tech does with special needs students. 

To close Global Tech is to actively discriminate against children with special needs, their families, and their rights to choose. Additionally, the superintendent has shown no consideration of how the increased number of special education students at PS 7 will be addressed, demonstrating her lack of concern and foresight in closing GTP, a school serving a high number of special education students. A data analysis of the progress made by special education students in each school at the 6-8 level is essential in making an informed decision about what's best for children, especially those with special needs. Additionally, considering the impacts of each of children with IEPs not having access to a laptop for each class (which has been essential for their success) has also not been considered.  

The proposal mentions Hunter College as a benefit coming from PS 7. Has Hunter confirmed they won’t support both schools? For example, in the Case of Citizen Schools, the program began at Global Tech and supported both. Seems the superintendent has orchestrated Hunter's support to achieve her goal of consolidating the schools based on demands from central offices. 

This proposal is for 2018-2019. However, teachers and students at the schools report that all Global Technology signs have been taken down and that the classes between the schools are merged. Effectively, this means Alex Estrella has already merged the schools in practice before the community has made a decision and the appropriate procedural processes have been followed. This isn’t a proposal open for the East Harlem community’s comments, it seems. Through already combining the schools, the superintendent has shown she neither honors the process for a school closure/merger, nor does she respect the community’s rights to give input and be heard when it comes to the educational futures of their children. 

An update on Global Tech:

The merger of Global Tech Prep and PS 7 is now slated for a vote from the Panel of Educational Policy (PEP). This panel will vote on the merger at the following meeting: 

January 24, 2018 at 6pm

Stop Closing Schools: School Scope and Videos - Rockaway - PS 42 and IS 53

There are about 4 hours of videos. It was a busy week last week and another one coming up over the closing schools issue. We have a here.

School Scope:  Closing Schools: Bad for Students, Parents, Teachers and Community

Black Lives clearly don’t matter to DOE officials and the Mayor despite the rhetoric.

On January 9, I videotaped (see below for links) the closing school informational session at PS 42 (there will be a hearing at the school on Feb. 13 at 6PM). The auditorium was packed with hundreds of parents, students, teachers, local politicians and community members, mostly people of color and all opposed to the closing. UFT officials, led by Queens Borough leader Amy Arundell, were also present. There were 70 speakers. The meeting and pre-meeting rally lasted over 3 hours. DOE’s District 27 Superintendent Mary Barton sat in front of the room stone-faced the entire time – shades of the ghouls of Joel Klein years, led by the infamous John White, now head of the state of Louisiana schools. It was if nothing had changed from the Bloomberg years. DOE officials looking on obliviously while children and their parents and teachers pleaded to keep their community intact. The school has clearly struggled academically but has managed to triple its growth from what was obvious from the meeting and the rally before, PS 42 is vibrant  and the closing of the school, to be replaced by two new ones, will fracture that community. Patricia Finn, principal for seven years, received so  many accolades I could see her blushing from across the room. But raves for her humanity and caring, in education based on the numbers, doesn’t count for much. Many parents and teachers pointed out that area of Rockaway is gentrifying and the DOE wants to move out the poorly performing students (and teachers) and open up space for new arrivals from the additions to Arverne by the Sea. 

The next night I attended the closing event for IS 53 in Far Rockaway (the closing hearing at the school is on Feb. 7 at 6PM), a school shared with another public school, Village Academy, also under academic threat. VA may absorb some of the students, but not all. Lurking within the IS 53 building is Eva Moskowitz’ Success Academy, always in an expansive mode. People said Success is already measuring their space before the February 28 vote at the Panel for Educational policy. No crystal ball needed to see the future. Village Academcy will be squeezed and Moskowitz gets the building to add to her growing empire, a school system within a school system. A school system known to push out poor performing students and kicking them back into the public schools.  Last year we saw the same thing happen to JHS 145 in the Bronx, with a Moskowitz school in the building pushing to expand. De Blasio promised to stand up to charters, Instead he has figured out a slick way to hand space to charters by closing schools they covet.

Parent groups have pointed out how the DOE did not give the closing schools the kind of support they needed, like lowering class size for the most in need students. Instead they got consultants and PD up the kazoo. Stories abound on how the people on the ground in the schools were not consulted but dictated to – reinforcing the sense that they are the ones at fault. From what I saw in the spirit of the staffs of PS 42 and IS 53, teachers are incredibly proud of their work and many parents and students echo those feelings.

What closing a school does is destroy an educational community. One parent asked at IS 53, pointing to DOE officials, “What is your responsibility? Where are you accountable for not providing the resources to the school? For diverting so much money to wasted resources that didn’t impact the students?”

While UFT officials were at both hearings to show the staff they back them the union must take a proactive stand in support. The UFT is playing its cards close to its vest when it should be standing up against all school closings and backing the schools to the hilt. Usually the union helps by getting buses for the Feb. 28 hearing at the PEP where the vote will be held when schools show some resistance despite knowing full well the vote is predetermined. The union needs to put more public and private pressure on the politicians to try to move the PEP vote in the direction of the schools.

Video: Where We Speak at the December PEP - and Farina Responds

You might classify this as an example of "if a tree fell in the forest and no one was there." But the 13 members of the PEP, Farina and her hangers on at the DOE were there so let them hear a dose of reality every once in a while.

A bunch of MOREs and friends spoke to the Dec. 20 Panel for Educational Policy --Here they are in order: Aixa, Lisa, Norm,
Gloria, Jane. Others from MORE were there too but didn't speak.
Other than some parents from the Harbor school at Governor's Island who have been fighting for space promised to them when the school moved there years ago, we were pretty much the only ones there.

We met as a committee of MORE that is addressing the closing of schools issue at Panera before the meeting --- we feel at least try to raise certain issues even if the effort proves fruitless. We also think the PEP is a good space to get in some public speaking practice -- learn to try to say something cogent in a 2 minute slot. It also allows you to test out a way to present your ideas. It is a leaning experience.

I went over my time - I had so much to say and boiling it all down can be tough. I dealt with the ways principals and teachers at closing schools are dealt with - I bet they are given jobs while ATRs are tossed into the pool. Aixa put the ATR issue on the table in her own unique manner -- that Farina responded means she hit a chord. Note who relaxed Aixa is - how she doesn't make a speech but just sort of chats. Very effective even to an empty auditorium.

CPE1 Update: Biased NY Times Reporting, Marilyn Back in Class Monday, Mulgrew Gets Some Creds, New Supervisor for Garg - it is not enough

You might be asking why the constant reporting on CPE1? Because the story contains the essence of so much that is going on in the NYC DOE and the UFT.
  • Abuse by principals and superintendents and Farina at the top in targeting schools and senior teachers.
  • They follow a  blueprint that the UFT doesn't share with its members.
  • Teachers and parents at first accept the principal who lies and manipulates -- it takes them months since they had never seen anything like that before. 
  • UFT ignores situation for over a year with teachers charging the Dist Rep with showing favoritism toward the principal and the Supt over them.
  • In desperation, teachers contact MORE despite being warned by UFT that MORE is only interested in using them. Or any other lies they can make up.
  • UFT says it is working behind the scenes but will not call publicly for Garg's removal nor use its PR machinery to promote the story.
Here is where we diverge from the typical story.
  • Parents take charge -- not a small group -- like the Garg supporters -- but a massive outpouring. We suggest they go to the PEP meetings when we met with them in Feb. 2016. They weren't even clear what PEP meetings were but they learned fast and have attended every one since March 2016. They even begin going to the Delegate Assembly to pass out leaflets.
    MORE/NA elect 7 HS Ex Bd reps who begin bringing them to Ex Bd meetings soon after Marilyn - the CL - removed in February-- the impact hits union leaders right in the face.
  • We expect the hearing officer to split the baby and fine Marilyn, thus preventing her return to the school. But she wins outright.
  • The return of Marilyn Martinez to the classroom this Monday and the appointment by Farina of a Superintendent who may not have the same buddy buddy relationship that existed between the current Dist 4 Supt Alexandra Estrella and Monika Garg.
Later today the parents are throwing a party for Marilyn at a restaurant in East Harlem to celebrate but the struggle against Garg will continue because she had broken trust with everyone.

Fact is both Estrella and Garg have committed acts of a vendetta that should get them both fired. But we know supervisors will never go away -- like Townsend Harris' Rosemary Jahoda is sitting somewhere waiting for a new assignment -- and there are rumors she was offered some principalships which is like putting Willie Sutton in charge of running a bank.

Mulgrew - you can say we all put enough pressure on him -- did play a role behind the scenes in demanding Marilyn Martinez be returned to the classroom -- but that is her legal right - and any teacher winning a 3020a should be returned -- it shouldn't take a massive parent protest, sit-ins and boycotts.

That the issue was about Marilyn supposedly giving a parent advice on getting into the school was the cause of the youngest children losing their teacher for 2 months and 3020a firing charge- with Garg luring in a parent and taping her - while telling parents she had no role in the removal of Marilyn - should cause her instant dismissal and charges filed against her. She did the same with the other teacher who has been out of there for 15 months - using a more serious charge of corporal punishment -- also made up - the parent of the child testified for the teacher. I think the teachers have grounds for a personal law suit against Garg and Estrella and possibly Farina.

This is where the UFT is failing -- failing to call public attention to these outrages.

The NY Times' Kate Taylor has another poorly reported and biased story today:

Examine these 2 paragraphs:
For more than a year, a group of parents [massive group of parents representing the majority] at the school has been demanding the removal of the principal, Monika Garg, who started in 2015. The parents seeking her removal have accused her of watering down the school’s progressive approach and instigating investigations that led to the temporary removal of two teachers. [Does she know that these removals are often not temporary?]

Another group of parents, and some of the school’s teachers, [a giant wtf - a small group of parents and a few teachers] support Ms. Garg, saying that she has tried to bring order to a school that long flouted department rules. They say that there were inequities in admissions and that some students were underperforming.
Note how Taylor gives the pro-Garg talking points but not the major talking points against Garg -- like a mile long.

Now let's look at this:
The department had sought to remove Ms. Martinez, citing accusations that she had attempted to assist a parent in violating the schools admissions policies, according to a person familiar with the charges.
But an arbitrator found the accusations unsubstantiated and dismissed the charges.
Does Taylor know about the impact of 3020a charges to dismiss instead of putting a letter in her file? Does she even question the idea of the cost to the DOE for trying to get Marilyn fired for "attempt[ing} to assist a parent in violating the schools admissions policies"? Another giant WTF.
The case against the other teacher, Catlin Preston, is still pending. The department is seeking to remove him on charges that he meted out corporal punishment.
Now this -- essentially slandering Catlin by mentioning corporal punishment - but not reporting that the parent was lied to and in fact testified for Catlin. The parent has made public statements and I believe has told Taylor the story. This is not only bad reporting but dishonest, biased reporting.

What about the UFT role?
And then there's the role the district rep, Servia Silva played favoring Garg and Estrella, something we witnessed in person when she gave the pro-Garg crew that showed up at the Ex Bd meeting an effusive greeting while she ignored the vet teachers who have been fighting Garg. We saw no sign of Silva meeting after meeting when parents en masse showed up. I never saw Silva at one of the hearings for Marilyn.

Let's be clear -- all tenured teachers were under investigation by Garg starting in the fall of 2015 -- no red flag at the UFT? They came to MORE in frustration in Feb/March 2016 but after that they took control on their own --some of us came out to support them when we could. They came back to MORE for help in March 2017 after Marilyn was facing 3020a hearings- and we suggested they come to the Ex Bd. But before that there was no reaction at the UFT --- I know - they will claim behind the scenes -- but in fact with these flimsy charges against a CL who fought the principal, the UFT should have raised the riot act when she was removed and charged -- there are many teachers under investigation who remain teaching as long as children aren't involved.

Why did it take the UFT over a year to take note of this situation? Why does so much of the UFT hierarchy seem to be in bed with administrators?

The lesson is that we must shine the light on the cockroaches to flush out the UFT leadership into taking some action, even if weak.

CSA Calls Abusive Principal Garg "an outstanding educator" While Revealing Farina Role in Hit Job at CPE1 For High Opt Outs

The statement by Clem Richardson of the CSA is a laugh riot. Really, Clem, show us one example of Garg's history as an outstanding or even a semi-competent administrator. Her history working for the racist Minerva Zanca where all black teachers were targeted (Garg praised Zanca as a mentor recently).

The CSA, which apparently condones its members lying to parents and teachers, engaging in witch hunts against teachers and using children for their own political ends. Should the CSA which is OK with attacks on members of other unions, be allowed to be an AFL/CIO member? Our own UFT cowtows to the CSA by refusing to issue an open call for Garg's (or pretty much any principal's) removal.


But this comment in the CSA call for Farina to stand by Monika Garg is the most revealing:
We repeat: Chancellor Farina PERSONALLY asked Mrs. Garg to “right the ship” at CPE by helping it remain a beacon of progressive education, but one with standards, accountability and measurable outcomes. ... Statement from CSA
We knew it all along. That Farina ordered a hit job on CPE 1, as she's ordered on a number of schools, at times making Joel Klein's and Bloomberg's tenure look benevolent. Why else put in a high school person into an elementary school with a culture so out of sorts with Garg's history? Because they knew Garg would be ruthless -- her career track is to be a Supt and she will step on anyone to get there.

But let's parse this comment a bit. Can you remain a beacon of progressive education ... one with measurable outcomes -- meaning testing -- when the very process of gaining such outcomes degrades progressive education? One would ask why the elite private schools which offer progressive education don't stress measurable outcomes -- and parents pay up to 50 grand a year for that type of education.

In Garg's first weeks as principal she put forth the idea that the progressive education offered at CPE1 was not appropriate for poor children of color. So we know that the intent was not to maintain CPE1 as a beacon of progressive education but to degrade the very idea.

Let's be clear --- there were issues at CPE1 before Garg came on board. The solution would have been to put in a principal with a background in elementary schools and in progressive education, not a hit woman.

The Daily News article on the boycott had this quote affirming the line coming out of the DOE:
But Education Department spokeswoman Toya Holness said officials have met with families to discuss specific concerns and solutions. “We are committed to delivering a high-quality, progressive education with academic rigor, and doing what’s best for CPE 1 students,” Holness said.
Rigor? That's the buzzword used by ed deformers. More like rigor mortis.

The CSA and DOE are lined up in the attack on progressive education at CPE1 -- and their "freewheeling ways", which in the culture of that school, is necessary for democratically based progressive education.

In the world of oppressive top down administration, teacher/parent control - and often student centered decision making on what they will learn - is "freewheeling." Now I know many teachers are not comfortable with this idea, which is why only certain types of teachers  - and parents -- would enter a school like CPE1. Thus teachers who had basically been helping to run the school since its inception had to conform to the new top-down or be gone.

As to CPE2 -- its offshoot also founded by Debbie Meier - principal Naomi Smith has changed the culture of that school to conform to the DOE demands and has supported Garg all the way - in fact her daughter is a parent at CPE1 and also is among the few parents who support Garg -  and all of Smith's grandkids go to CPE1. (We'll deal with Smith and her personal vendettas another time.) But do note what Deb Meier, founder of both CPE1 and 2 posted tonight on FB:
Let NYCs mayor and school chancellor know that what they've allowed to happen to Central Park East (CPE) I, one of the first progressive democratically governed public school-opened in 1974-is an education crime. A vindictive and authoritarian principal placed in the school almost two years ago continues to threaten teachers and parents alike. They need to hear from the world. A petition signed by two thirds of the families, rallies, sit ins, reports by neutral observer's and much more has had no effect except to create an untenable educational climate. As one of the original founders of the school watching this happen breaks my heart.two very vulnerable children's families have been banned from the school because of their protests. Thanks for any help you can give them.

Note the schools Clem Richardson mentions -- Dewey, Harris, Clinton -- all with cheating, lying principals, who alienated their entire staffs. The CSA believes, along with Farina, that destroying a school by any means necessary is OK,

We’ve seen what’s happening to Central Park East Elementary School Principal Monika Garg before.

John Dewey High School. DeWitt Clinton High School. Townsend Harris High School.

Mrs. Garg is a proven leader who, like the besieged former principals of those schools, is being scapegoated by the Department of Education.

CSA knows that Chancellor Carmen Farina, who asked Mrs. Garg to take the CPE job, understands that leaders are often required to make unpopular decisions because that is what leaders need to do.
But leaders attempting to orchestrate change need to be supported in the face of criticism, not abandoned.    

The DOE must support Mrs. Garg, who is an outstanding educator, as she comes under undeserved fire for doing the job she was asked to do.

The failure to do so sends the message to any person or group who disagrees with a school leader that they only need a camera, a petition, and gather a few disgruntled teachers or parents to complain for a television crew and Tweed will do their bidding.
School leaders expect and deserve more.

“The DOE recruits principals to take on tough assignments, then abandons them at the first grunt from affected teachers, staff members and an antagonistic press,” said Council of School Supervisors and Administrators President Ernest A. Logan
“How can a school leader change a school without making changes? And how can Chancellor Farina ask educators to take on tough assignments then look the other way when they come under attack?”

The Chancellor appointed Mrs. Garg to run CPE in 2015 to right a school that was not meeting the academic needs of all students.
Disgruntled CPE teachers, staff members and parents who disagree with Mrs. Garg’s methodology have since made it their mission to disrupt the educational process for all CPE students, first by occupying the school auditorium overnight and on Friday by holding a boycott which disrupted the school day for dozens of students.

We repeat: Chancellor Farina PERSONALLY asked Mrs. Garg to “right the ship” at CPE by helping it remain a beacon of progressive education, but one with standards, accountability and measurable outcomes. 

And that is what Monika Garg has tried to do. 

CSA says it is time for Chancellor Farina to publicly proclaim her support for this outstanding educator and show school leaders citywide that Tweed supports them in their work.

CPE1 Update: Evil Monika Garg Bans Two Active Parents - Sign Petition to De Blasio

Jen was accused of recording on her cell phone in the school. However, she was not videotaping. Instead, she took photographs of hallways to document the absence of mandated materials about the Department of Education's anti-bullying program. There is no stated policy against filming or taking photographs at the school and many parents have done both. The day after Jen was banned from the school, the mandated materials were finally posted, two months before the end of the school year.

Kaliris was accused of bringing press onto school property without authorization. The person in question was a graduate student who represented herself to Kaliris as conducting a school project. Kaliris arranged to meet with the student offsite but took her to the school briefly when she needed to drop off her son’s glasses. She signed in a presented ID to security. Visitors frequently tour the school. When alerted to concerns about this visitor, Kaliris accompanied the student to the exit.

Just woke up at midnight from a 5 hour nap after spending part of Sunday at the big anti ed deformer film shoot. Before I go back to sleep, I wanted to get this lingering story up and running. Not a lot of people get my "evil" designation (I'm considering Naomi Smith, the principal of CPE2, who supports Garg.)

The CPE1 story gets uglier and uglier. Really, you have to question Garg's sanity at this point, given the flimsy excuses for limited access letters, considering that the major purpose of these letters is to address parents who might be physically dangerous to staff. And don't forget the charges against Catlin Preston and Marilyn Martinez, Delegate and Chapter leader at the school. Catlin has been in the rubber room for a year and his hearing completed months ago. Marilyn was yanked from the school in February 2017 before the mid-winter break and brought up on 3020a dismissal charges just weeks after, unheard of in the DOE. The charges against Marilyn (Catlin too) are so flimsy - in her case based on admission of a child to the school - even if she did goof on procedure, when does that lead to 3020a unless there is a political vendetta? When someone talks about teacher tenure, bring up Marilyn, Catlin and Peter Lamphere who got 2 U ratings from the equally evil Rosemarie Jahoda at Bronx HS of Sci -- (I wonder where Jahoda will land next?)

People above Garg's level at the DOE are claiming they didn't know this was going to happen. Does anyone believe that? Does anyone believe that apparatchik principals don't check with DOE legal before making a move? Or Farina, who is very close to getting the Ed Notes "evil" designation herself - (which I may just throw down at her at the May 17 PEP meeting.) Farina has said that the parents at CPE1 must be punished for their outspokenness.

There comes a point where it is clear that what Garg and the DOE are trying to do is make the school such a toxic environment for the kids, that the active parents will pull them out of the school. With the strategy of  driving out the tenured teachers, the school will be left to be run like the DOE wants -- a clone of a charter school.

The alternative at this point may be some kind of boycott with retired and inactive teachers volunteering to work with the kids during the school day offsite. I am ready to join in if called upon.

WHAT HAPPENED?

On April 27, 2017, Jen Roesch was banned indefinitely from her son’s elementary school in East Harlem, NY. On April 28, Kaliris Salas-Ramirez, another parent at the school, was also banned. Each mother received a “limited access letter” signed by Principal Monika Garg. As a result, neither mom is allowed to drop off or pick up her child with the other children at the school. The mothers are also banned from important meetings with teachers and parents and other school events. Other parents at the school fear that they may be next.

WHAT IS A “LIMITED ACCESS LETTER”?
The NYC Department of Education theoretically uses limited access letters to keep out parents who pose a significant security threat in a school; for example, a parent who has threatened or perpetrated violence. However, DNA Info reported that these letters are used to silence and intimidate critics of school administrations, particularly in low-income Black and Latino communities.

WHY JEN AND KALIRIS
Jen and Kaliris have both been outspoken critics of Principal Garg's leadership. They strongly advocated for teachers who were harassed by Ms. Garg. In the last year, Ms. Garg removed two beloved veteran teachers from their classrooms based on trumped-up charges. Jen and Kaliris have also spoken up about the harmful effects on children created by this environment of intimidation and fear. Kaliris is also the elected co-chair of the Parent Association at CPE1 and has supported parents in that capacity.

WHAT ARE THE CHARGES?

ARE THESE BANS RETALIATION?
Yes
. Neither parent poses a security threat nor has either mom had previous incidents or warnings. The limited access letters are pure retaliation. There is no right of appeal or due process for parents who receive such letters. There is no end date to the bans; they are indefinite. By targeting two of the most visible critics of the principal, in a way that causes harm to their vulnerable children, these bans have a chilling effect on the majority of families who oppose Garg's leadership.

WHAT ABOUT THE KIDS?The bans will have a heartbreaking effect on two young children with documented special needs. Jen’s 8-year old son has significant anxiety and is currently creating a formal IEP (Individualized Education Program) after having been evaluated and approved for services. An IEP is a legal document that spells out the learning needs of a student with a disability. According to professionals who care for Jen’s son, this punitive ban will increase his fears, are detrimental to his emotional well-being, and will inhibit his ability to learn. When Jen informed Principal Monika Garg of her upcoming IEP meeting, Garg stated that she refused to speak with her and that she was banned from the school.

Kaliris’ 5-year old son also has special needs that are documented on his IEP, including the need for one-to-one paraprofessional support and for undisrupted, predictable routines. These routines include his mother’s practice of bringing him directly to the classroom each morning. He already exhibited distress in response to his teacher’s abrupt, unexplained removal from the school earlier this year. The ban on his mother will compound his distress.

OUR DEMANDS
  • Jen Roesch and Kaliris Salas-Ramirez must be allowed access to their children’s school immediately. 
  • The NYC Department of Education and Mayor Bill De Blasio must stop Principal Monika Garg’s continuing abuse of power and protect CPE1 families from future bans.
  • The NYC Department of Education must address the abusive use of limited access letters by principals. Every parent in NYC must be entitled to immediate due process and the right to appeal when issued a limited access letter.

Mulgrew Promises Action to CPE1 Parents (some with children) Who Flood UFT Ex Bd Meeting

In his brief report, Michael Mulgrew promised action on CPE1. We'll wait and see -- the UFT refuses to publicly call for Garg's removal despite the massive accumulation of evidence. Even her own CSA seems to be raising issues -- a rep asked Farina to publicly defend Garg with reasons and all she said was that there was another side. (Some of the real reasons for resisting were laid out in my post last night that personal pique may be playing a role -- Deb Meier, Jane Andrias, Two Former CPE1 Principals Question Farina/DOE on Intentional Destruction.

The UFT Exec Bd meetings, moribund for so many years, have  turned into high drama at times this year as MORE/New Action have teamed with various groups to bring their grievances directly to the UFT Ex Bd meetings, often using a combo of the pre-meeting speaking time for non-EB members and the question and motion period by the MORE/NA high school reps.

Last night was another remarkable event, made so by the largest group of parents yet to show up --- as Arthur wrote after the MORE meeting on Saturday - "I have sat with some of the most intelligent and persuasive people I've ever met, and I'm persuaded that this school was created with a mission that's being perverted by its current leadership." Amen.

As a skeptic about the worth of winning these EB seats - after all, you are speaking to Unity Caucus -  I must say that the MORE/New Action reps have made these meetings worth attending again. Real debate has taken place, which you don't see at Delegate Assemblies. And the leadership has been responding, sometimes in positive ways. Our crew pre-meeting an hour before the EB meeting gets everyone ready - these pre-meetings are open to anyone and there is lots of back and forth.

A key has been Arthur Goldstein's blogging full minutes of the meetings, often within hours, the first time where an open airing is taking place. (This is tedious work and kudoos to Arthur -- I once tried to do it and gave up.)

Another aspect has been doing what ICE began to do a decade ago -- bring various  constituencies to these meetings -- sign up for speaking time and have our people ask pertinent questions or bring up resos -- all turned down, severely modified or tabled by the leadership --- see Arthur's great blog post:  Contrary where he points out that our people have supported almost all Unity resos while they automatically turn down ours -- sort of like the Republicans saying they won't give Obama any victories.

But nothing has galvanized these recent meetings until large numbers of CPE 1 parents began to show up, some with very young children. Now let's say right out that they have been treated with the utmost respect and courtesy by union leaders. The other angle has been bringing current and former CPE1 teachers to sign up for the 10 minute pre-meeting speaking time (parents as non-UFT members don't get to speak). In fact, UFT Secretary Howie Schoor who chairs the meeting gave people 18 minutes to speak yesterday. Howie has shown a lot of sensitivity and flexibility. EB meetings have (mostly) remained civil.

I believe the fact that Mulgrew only shows up to give his report and then leaves has made these meetings more civil. But in response to the CPE1 parents and teachers yesterday, Mulgrew spent some time chatting with them before and after his report. Whether he will take action is up in the air but they were very happy to have some conversations with him. After the meeting Leroy Barr remained to talk to them for some time.

A group of current and former CPE1 parents spoke before the meeting last night and were very effective.

But one of the most unusual was a speech by a teacher from another school who worked under Garg when she was an assistant principal at Pan American HS and repeated a list of admin atrocities. She told me she has proof of every one and I hope to publish some of them. She told me she never speaks in public but once she heard stories about Garg as principal of CPE1 she felt she had to speak out. She had never expected Garg would rise to the level of principal. Before reading what Garg has been doing, she assumed Garg's actions were based on following orders by the horrible Pan American HS principal Minerva Zanca, who by the way is still working in the DOE as a guidance counselor. She said she had to speak out to stop people like Garg.

By the way, at the SLT meeting, Garg said she worked for great Principals and learned a lot -- from Zanca she sure learned how to play the race card and divide people.

What media call "philanthropy" for the public schools are actually seed monies to establish a private "market" in publicly-financed education - an enterprise worth trillions if successfully penetrated by corporate America. Cory Booker, one of the "New Black Leaders" financed by the filthy rich, is key to creating a "nationwide corporate-managed schools network paid for by public funds but run by private managers.

"Ed Reformers" want to cash in on public education and to control its content and outcome, not improve it. Provide great education? Baby boomers had as close as this country has ever gotten to it when we were growing up. The Ed Reform Movement has no interest in seeing such a well-educated, democratically astute population ever again.

History of the UFT Pre-Weingarten Years

This award-winning series of articles by Jack Schierenbeck originally appeared in the New York Teacher in 1996 and 1997.

Naturally, from a certain point of view. But, despite certain biases, Schierenbeck, a great guy, was one of the best NY Teacher reporters so this is worth reading. Jack suffered a debilitating stroke many years ago (I used to get secret donations to ed notes from him through a 3rd source.)

Clarence Taylor's "Reds at the Blackboard" focused on the old Teachers Union which disbanded in 1964 after suffering from anti-left attacks.

I am a former Harlem Success teacher. Not many people who work/worked for her like her very much. I once made the comment that she is very nice when I first was hired. Two of her closest colleague responded immediately almost in unison, "Eve is not nice!" Over time I realized that there was a lot of political games going on. Another colleague once said to me that he was tired of "being part of a political campaign." Sending out 15,000 applications for only 400 seats in a school is reprehensible. The money that paid for those mass mailings could have paid the yearly salary of another teacher not to mention the heartache of all those parents who applied but did not get a spot. She does good work trying to give disadvantaged students a quality public school education but at a great cost to staff AND the school's educational budget! school budget.

How Teaching Experience Makes a Difference

Even as New York Mayor Michael Bloomberg, Michelle Rhee and others around the nation are arguing for experienced teachers to be laid off regardless of seniority, every single study shows teaching experience matters. According to a press release issued by the Gates Foundation, the AFT and the Thomas B. Fordham Institute, these three have entered a ground-breaking partnership to evaluate teachers utilizing the drone technology that has revolutionized warfare in Iraq, Afghanistan, and Pakistan. A bird-size device floats up to 400 feet above a classroom and instantly beams live video of teachers in action to agents at desks at Teacher Quality Inspection Stations established by the AFT and the Thomas B. Fordham Institute.

When asked if the drones were authorized to drop bombs on teachers who exhibit inadequacy, Chester E. Finn, Jr., president of the Thomas B. Fordham Foundation, replied, "Don't be ridiculous. Gates money puts other methods at our disposal."

Randi Weingarten, president of the 1.5-million-member American Federation of Teachers said the powerful union has signed on to the drone project...

Chicago View of Unity/UFT on Charters

After many meetings and debates, the Chicago delegation succeeded in working with the New York United Federation of Teachers, Local 2 (UFT) to push the AFT to take stronger stands on charter school accountability and school closings — though many delegates from Chicago would have liked the language to have been even stronger.

Generally speaking, the New York delegation represented organizing charters as the best model for handling their role in reshaping unions, despite the fact that according to many reports few charter schools in New York have been organized as is the case in Chicago. This logic is the same touted by the Progressive Caucus of the AFT. The few that have been organized are a part of the UFT local though they have separate contracts negotiated with the help of UFT. The Chicago delegation reflection the mindset that allowing new charters to continue to proliferate while attempting to organize existing charters is an end game in which public schools and the union lose.

Great Post on Teacher Quality at the Morton School

I'm very tired of the myth that schools are bursting at the seams with apathetic, unskilled, surly, child-hating losers who can't get jobs doing anything else. I recently figured that, counting high school and college where one encounters many teachers in the course of a year, I had well over 100 teachers in my lifetime, and I can only say that one or two truly had no place being in a classroom.
